DCF (Data Collection Framework): Co-ordination of tasks within the framework of EU regulations for data collection

The Thünen institute of Baltic Sea Fisheries does not only data about fish stocks in the Baltic Sea, but is also involved in international cooperation, e.g. with the EU and other Baltic Sea countries.

Background and Objective

The Federal Republic of Germany is obliged to collect fisheries data based on the EU regulation 1543/2000 (Data Collection Framework, DCF). This includes the sampling of commercial fisheries and the collection of important fisheries-independent data series (priority 1 surveys). In the German Baltic, the Institute of Baltic Sea Fisheries is responsible for data collection. The manifold tasks of the technicians and scientists involved are coordinated by an executive of the institute. The executive also represents the views and experiences of the institute in data collection issues on the national and international level.

Approach

We collect fisheries-independent data on our research cruises and fisheries-dependent data via the data collection from commercial fisheries. Each cruise, which in case of the Baltic Sea can last between a few days and several weeks, has a cruise leader, which usually is a scientist, which is supported by Institute of Baltic Sea Fisheries technicians and research assistants. The data collection of the commercial fisheries is complex: We have to get observer on board of commercial fishing vessels and purchase self-samples taken by the crew of commercial vessels. These self-samples are processed in the laboratory of the OF according to standard procedures of fisheries biology. We determine important biological parameters such as length, weight, sex, maturity and age. The sampling data are stored in a data base. The Federal Office for Agriculture and Food (BLE) provides the logbook data from the fisheries. We merge the logbook data with our biological sampling data. We use our biological sampling data to convert the mere landings data from the fisheries (e.g. landing weight per species in tonnes) into biological information which is required to feed the stock assessment models (e.g. number of fish from a given age).
