Spatial solutions for a sustainability transformation of fisheries in the Western Baltic Sea; Project: Mapping and assessment of coastal spawning areas of herring considering existing spatial plans and utilization conflicts

The commercially important fish stocks of cod and herring in the western Baltic Sea are in poor condition. This threatens the existence of the Baltic Sea fisheries. In addition, competition for space in the marine area is increasing due to the need for offshore wind farms and marine protected areas to address the climate and biodiversity crises. The Leitbildkommission Zukunft Ostseefischerei (LBK) and the Zukunftskommission Fischerei (ZKF) of the German Government, together with the funds available from the WindSeeG, offer a window of opportunity for a transformation of German fisheries in the western Baltic Sea.

Background and Objective

By combining cutting-edge research in ecology and social sciences with a modern transdisciplinary process, SpaCeParti 2.0 will provide spatial solutions for a sustainability transformation of western Baltic Sea fisheries. Specifically, SpaCeParti 2.0 will develop (1) Ecological solutions by identifying spatial fisheries opportunities and conservation needs; (2) Management solutions by evaluating the effectiveness and economic sustainability of spatial utilization scenarios; (3) Transdisciplinary solutions by integrating stakeholder perspectives and knowledge; and (4) Governance solutions by integrating results into maritime spatial planning and multi-level fisheries governance system, including local (Living Labs), state & national (e.g. LBK and ministries), and national (e.g. LBK and ministries). (e.g. LBK and ministries), regional (e.g. HELCOM) and international (e.g. EU and ICES) laws, forums and institutions. Due to its unique transdisciplinary approach, SpaCeParti 2.0 can serve as a blueprint for sustainability transformations, even beyond fisheries. SpaCeParti 2.0 will contribute in particular to the achievement of UN Sustainable Development Goal (SDG) 14 (Life Below Water), but also to SDGs 2 (Zero Hunger), 8 (Decent Work and Economic Growth), 12 (Responsible Consumption and Production) and 17 (Partnerships for the Goals).

The work includes the mapping of life cycles of important fish stocks in space and time, the development of a participatory ecological sampling programme and the evaluation of existing local spatial plans with regard to the needs of local fisheries and the protection of critical life stages of important fish stocks.
