Implementation of the EU crisis measure according to Art. 219 CMO - Effects of the price increase as a result of the Ukraine war on the various agricultural sectors - Statement for the BMEL

On 24 March 2022, the European Commission published the above-mentioned crisis measure under Article 219 of the CMO. It is a response to the impact of the Russian invasion of Ukraine on European farmers.

The European Union will make a total of 500 million euros available to the member states. According to the distribution rules, Germany will receive around 60 million euros. The Member States will be given the option of increasing the aid nationally by twice this amount, i.e. by an additional 120 million euros. The BMEL has already submitted a corresponding application for the supplementary budget 2022. On 27.04.2022, the Federal Cabinet approved the proposal of the Federal Minister of Agriculture to expand the EU crisis reserve to the maximum amount.

According to the draft regulation, national measures must contribute to food security or counteract market imbalances. Currently, an internal settlement involving the SVLFG is favoured. A differentiation of the amount of premiums according to the extent to which they are affected is being discussed. In order to be able to present a scientifically sound proposal for prioritising the various sectors, based on objective and non-discriminatory criteria, the BMEL has asked the Thünen Institute to make a rough calculation of the effects of the price increase for energy, feed and fertilisers on the various agricultural sectors, taking into account any changes in producer prices that may have occurred due to trade restrictions.
