A new article on the EU-Bioeconomy: "Has the European Union entered a bioeconomy transition? Combining an output-based approach with a shift-share analysis"

The bioeconomy covers a multitude of activities related to the production of biomass, its diverse application and subsequent reuse.

Since the launch of the first EU Bioeconomy Strategy in 2012, subsequent bioeconomy policies have been defined on regional, national and pan-European levels. Especially the EU Green Deal envisages bioeconomy to play a key role in the transition to a low-carbon and sustainable economy. The evidence-based monitoring of bioeconomy performance is a prerequisite for efficient tailoring of policy support.

Against this background, Ronzon et al. (2022) adopt an output-based approach to construct panel data of performance indicators on EU member state basis for the period 2008 – 2017. Progress in the Bioeconomy transition is measured through changes in bioeconomy sectors’ labour productivity and a shift-share analysis decomposes labour productivity into within-sector and structural change effects. This data is used to answer the following questions: (1) Has the EU bioeconomy created jobs, economic growth and competitiveness? (2) What role did modernisation and structural change play in the EU bioeconomy transition? (3) How did sectorial labour productivity gains contribute to the EU non-service bioeconomy transition?
